No — that is a popular but overly rough shortcut. 1 kg is 2.2046 lb. If you count 2 pounds per kilogram, you underestimate the result by about 9%, and at 100 kg the gap grows to more than 20 pounds. For quick mental conversions, multiply by 2.2 instead of 2.

A stone is a British unit of mass: 1 stone = 14 pounds = 6.3503 kg. In the UK, body weight is commonly given in stone and pounds (e.g. '11 stone 4 lb').
