HEIC uses lossy HEVC compression while TIFF is typically lossless. The conversion decodes the HEIC data and saves every pixel as-is in TIFF format. No additional quality loss occurs during conversion.
TIFF files will be dramatically larger than the original HEIC — a 2 MB HEIC photo may become 18–25 MB in uncompressed TIFF, or 8–12 MB with LZW compression. This is expected.
